Riders violating TOS should pay higher cancellation fees

When drivers arrive to a location to pick up a passenger only to find out the passenger is someone other than the person who requested the ride or the passenger is a child under 18yrs old or passenger is attempting to transport a small child without proper child safety seat, the driver should be able to receive a cancellation fee plus compensation for driving to the location and time spent explaining to passenger why we cannot let them in our vehicle immediately without having to wait for the clock to run out. With Uber, we receive less than $3 cancellation fee and Lyft $5...If the ride was requested during a surge and we are not able to transport the passenger, we are losing money.
Also the TOS regarding underage passengers and children without car seats needs to be advertised more prominently to the passengers so they will stop acting like they didn't know when we show up and have to break the news to them.

Why is this important?

We are losing money and wasting time driving to locations to pick up passengers who are violating TOS. and the account holders are putting their children in danger by attempting to get them rides when they are underage or thinking they can hold a small child in their lap....They should feel in in their wallets and maybe they will think twice before asking a driver to break laws.
